Adam Silver was born in Rye, New York, on the 25th of April 1962. He was the son of Edward Silver, a lawyer. His father was a prominent partner at the legal firm Proskauer Rose.

Regarding his education, he attended Rye High School and received a graduate degree from there in 1980. He later attended Duke University, where he studied political science and graduated in 1984 as an out student. He then attended the University of Chicago Law School, where he graduated with a J. D. in 1988.

Adam began his career in 1984 as a parliamentary aide to politician Les AuCoin. He served as a law clerk for Judge Kimba Wood following his graduation from law school. Adam then worked as an associate at Cravath, Swaine & Moore, a law company.
